people talk about "the will of the people" and say things like "the people have spoken". the will of a group is, by default, undefined, unless there is absolute consensus. whenever there is disagreement, it is not in itself clear what "the group" wants. hence the need for procedures like voting and parliamentary procedure to __define__ a will of the group. Such a will is, of course, a mere invention or construction, and other procedures could have assigned a different "will" to the same group.
