I think the sort of stuff that attacks civilian infrastructure should be considered against the rules of engagement. I'm not talking about when a guy with a missle launcher is stationed next to a hospital -- sometimes in those cases you have to hit the guy with the launcher anyway. But I'm talking about when you target civilian infrastructure on the pretense that some of its many users are your enemy. Example:

" In northern Lebanon, Israeli jets bombed television and cellphone transmission towers, disrupting service. Israeli military officials said the towers had been hit because they were being used by Hezbollah for communications. "

"The transmission towers that were bombed were in the Christian areas north of Beirut. A tower for LBC television, a private broadcaster started as a Christian station during the Lebanese civil war, was hit and a guard was killed, residents of the area said. But the station was still on the air in Beirut. A tower for Al Manar television, owned by Hezbollah, was also hit, the police said, according to Agence France-Presse."

also, the Israelis have bombed Beirut airport, and bridges.

Furthermore, I don't think people should be permitted to bomb TV stations owned by the enemy, even. That goes against freedom of speech.
