In order to encourage experts to spend more time making open (Creative Commons and open source licensed) texts/interactive texts/diagrams/animations/lecture videos/etc, give cash awards to people who make popular and/or good ones.

Awards given would be bigger or smaller depending on how popular and how good something is, and on how long it would have taken the typical expert to make.

For example, someone who makes a good math animated diagram on wikipedia on a foundational subject might get a small award. Someone who wrote a popular 200-page textbook might get a larger award.

This is complementary to the idea of creating a fund to endow open source chairs in university CS departments.
