Emmanuel Joseph Sieyès was a guy with constitutional ideas around the time of the French Revolution.
He distinguished between "active" and "passive" citizenship.
He somewhat liked indirect elections, and lifelong appointments. I guess he thought that senior career politicians, removed from the immediate demands of popular election, were best.
