External affairs, Program activities, Internal affairs

External affairs are defined as relationships between the organization and other entities (even hostile relationships).

Program/operating activities are the primary ongoing activities of the organization, aside from external affairs (except that routine interactions with individual external entities (routine meaning, those which do not include negotiation or new committments/contracts); these can be operating activities). Program activities may include support activites, but do not include research/development.

Internal affairs is everything which is neither external nor program/operating. It includes research and development.

Constitutional questions are always internal affairs. Issues surrounding the question of what falls under which of these three domains are always interal affairs.
